Governor Abbott emphasizes public safety with key appointments to treatment council

Austin, Texas – Texas Governor Greg Abbott has announced the appointment of three members to the state’s Sex Offender Treatment Council. This council plays a critical role in establishing the treatment protocols for sex offenders and ensuring that providers adhere to the highest standards of care and professionalism.

The appointments include a new member, Grover C. Rollins, Psy.D., and the reappointment of two current members, Jeffery K. Fletcher and Elizabeth Cox, each bringing a diverse background and specific expertise to the council.

Jeffery K. Fletcher, a resident of Plano, will continue his work on the council, where he has been a significant influence. Fletcher is the director, clinician, and supervisor at Fletcher Counseling, Inc. His academic credentials include a Bachelor of Arts in Psychology from The University of Texas at Austin and a Master of Arts in Counseling from Texas State University. His reappointment is set until February 1, 2031.

Elizabeth Cox, hailing from San Antonio, also returns to the council with a wealth of experience in both the public and private sectors. She currently serves as the director of Business Development for Lexus of San Antonio and has a strong background in criminal justice and dispute resolution.

Her educational journey took her from the University of Texas at San Antonio, where she earned a Bachelor of Arts in Criminal Justice, to Southern Methodist University, where she completed a Master of Arts in Dispute Resolution and a graduate certificate in executive and leadership coaching. Cox’s term on the council has also been extended until February 1, 2031.

The new appointee, Grover C. Rollins, Psy.D., from McAllen, adds a fresh perspective to the council with his extensive background in forensic psychology. Rollins works with Rollins, York and Associates and is an active member of the Association for the Treatment and Prevention of Sex Abuse. His academic path includes a Bachelor of Science in Sociology and a Master of Science in Psychology from Texas A&M University-Kingsville, culminating with a Doctor of Clinical Psychology from Capella University. Rollins’ term on the council will extend until February 1, 2027.

These appointments underscore the state’s commitment to effective and ethical treatment for sex offenders, aiming to enhance public safety and rehabilitation outcomes. All appointments are subject to confirmation by the Texas Senate, an essential step in affirming the qualifications and readiness of each candidate to shape the state’s approach to sex offender treatment.
